There are few theories about algorithm of players cap. There's no official statement from devs about this, but they want us to think that it's about number of players in specific clan. More probable though, after many observations during numerous war, it's about number of deployed troops in War Room.

Also, i could be wrong, but i believe that those towns usually lose that prosperity much more quickly than normal towns. Sometimes even after a few days in the war room, those towns will drop to villages. Then you can't even quest them because they are locked from the war room.

So yeah upgrading with coins is cool but it usually accomplishes very little.
